Managerial Level   Job Description NATURE & SCOPE   • Monitor the entire CFS facility – business processes and people – to ensure that all Security processes and procedures are in place and are enforced without affecting the business. • Advise CFS Top Management on all matters regarding Security within the CFS premises and undertake preventive measures at all times. • To actively handle / manage the industrial relations scenario with specific reference to ensuring a peaceful and harmonious working environment. To assist Functional Heads on all matters relating to employee relations and other statutory requirements concerning staff in general.   Security:   1. Frame Security SOPs. Formulate detailed orders for Security staff and act as Technical Adviser to all staff on security. 2. Supervise security arrangements for handling of personnel/ vehicles/ stores/ containers entering and leaving the premises. 3. Arrange periodical training and instructions to staff on Security. 4. Submit regular intelligence report to Management. Bring it to the notice of Top Management and Departmental Heads if there is any loop hole/laxity in the security of their respective departments. 5. Regulate issue of identification card/temporary passes/vehicle pass. Draw out plan for searching/ arranging surprise check of visitors/staff/contract labourers. Maintain up to date record of all checks and important events from the security angle. Ensure that access is denied to unauthorized personnel or vehicle inside the premises. There should be an effective system to see that the personnel/vehicles entering the premises have passed out at the end of the day. 6. Conduct preliminary investigations on activities of sabotage, out break of fire, thefts, pilferage, accidents, etc. which affect the security of the premises until such time the investigation is handed over to the appropriate authority. Examine losses which are suspected to have taken place inside the premises due to theft/fraud and take necessary preventive action. 7. Establish liaison with local police and neighbouring establishments. Report fully and promptly to the local police station all cognizable offences committed within the premises. 8. Ensure that the perimeter fencing, gates and search/yard lights are kept in proper shape and in case of any defect, the same be reported to MNR for immediate repairs. See that visitors’ vehicles are parked properly at earmarked places. 9. Keep specimen signatures of all staff for any reference in the future. Ensure that no containers/ Reach stackers, Forklifts, etc or any stores go out of the premises without gate pass signed by authorized persons. 10. Carry out surprise check of Security Guards and all personnel of CFS and CFS Annex including contract labourers periodically. The record of these is maintained. 11. See that the original and duplicate keys accounted, labelled correctly and held properly. Hold a record of the drawing and deposit of keys. As far as possible, the key should be numbered for ease of counting and accountability. 12. Carry out any other instructions as assigned from time to time by General Manager, CFS.   IR:   1. Directly Handle labour problems, strategies and negotiations with Unions and Contractors, and ensure a peaceful industrial relations climate. 2. Closely monitor union activities for smooth running of the organization. 3. Ensure the smooth running of operations in a cost effective manner despite constraints of laws and other statutory regulations. 4. Maintain contacts and deal effectively with government authorities/local dignitaries as required. 5. Deal directly with Contractors ensuring implementation of the settlement and resolve problems arising out of it and avoid any disruption of work. 6. To undertake special assignments as and when required. 7. Advice contractors on the matters of disciplinary action, as and when required. 8. Deal with various statutory bodies, with a particular reference to the Contract Labour Act, Minimum Wages Act, The MRTU & PULP Act, Industrial Disputes Act, Factories Act, Security Guards Board Act, Workmen’s compensation Act, Provident Funds Act ,Payment of Bonus Act, etc. and to statutory compliances 9. To ensure zero stoppage of work. On all above issues liaise on a regular basis with G.M., Management and ensure his involvement on key matters concerning labour/staff aspects.   Safety:   1. Frame Safety SOPs. Formulate detailed orders for security staff and act as Technical Adviser to all staff on safety. 2. Arrange periodical training and instructions to staff on safety. 3. Ensure that the Fire Fighting equipment including fire hydrants inside the premises is always functional and are well maintained. Hold surprise fighting practices at regular intervals when no container movement is involved. Try to be on the scene of fire and assume charge of Fire Master and coordinate the activities till such time the Fire Fighting crew from local fire station arrives. 4. In conjunction with functional departments, firm and implement safe working practices by operators and Labour besides staff. 5. Ensure appropriate display of safety rules, guidelines and warnings to be observed by all people including clients within the premises. 6. Formulate plan for entry of and flow of vehicular traffic within the premises. 7. Formulate and implement measures to limit presence of people in operational areas of the premises and restrict/prohibit entry of unauthorized personnel. 8. Carry out any other instructions as assigned from time to time by Business Unit Head. General: a. To advise the General Managers and other Departmental Heads on matters concerning industrial relations as and when required. b. Hold discussions with solicitors and brief advocates concerning legal matters. c. Attend to disputes in labour and other courts, labour commissioner and other authorities. d. Keep abreast of latest trends in the industrial relations field and maintain contacts at appropriate levels with statutory and government authorities/local dignitaries to protect overall interests of the organizations.     MAJOR ACCOUNTABILITIES   Challenge of the job/problem solving: The challenge lies in managing a militant and divisive labour force. The position also calls for tact and diplomacy to deal with Labour authorities in Government and in Labour Courts and Unions.
